This courses examines the structure, powers and functions of local government institutions in Canada. Among the particular questions to be examined are: What is the place of municipalities in the Canadian constitutional order? How are municipalities formed and how are their boundaries altered?How do municipalities address issues that have a regional scope? What are the mechanisms of land use control?The judicial, legislative and administrative responses to these questions will be examined in light of normative debates about the nature and purposes of local government regulation.
